Publication Ethics

The publication ethics of the scientific journal TSARKA Science is a system of professional norms and rules governing the relationship between all participants in the editorial and publishing process: the editor-in-chief, the publisher, the editorial board, the author/ team of authors, reviewers and other authorized parties.

The Editorial Board adheres to the principles of publication ethics generally accepted in the international academic community, reflected in the recommendations of the Committee on Publication Ethics (COPE), and takes into account the practice of leading scientific journals and publishers around the world.

Publication ethics sets standards of honest and responsible behavior for all participants in the publication process, includes mechanisms for identifying conflicts of interest, illegal borrowing and other forms of unethical behavior, as well as procedures for making corrections, publishing refutations and disclaimers of responsibility in relation to already published materials.

Responsibility of the Editor-in-Chief

The Editor-in-Chief oversees the general editorial policy of the journal, coordinates the work of the editorial board and reviewers, and acts in accordance with the legislation of the Republic of Kazakhstan, the founding documents of the publishing organization, and the internal regulations of the journal.

The Editor-in-chief is responsible for:

·        making final decisions regarding the acceptance, revision, or rejection of manuscripts submitted to the journal;

·        consultations, if necessary, with members of the editorial board and independent reviewers before making a decision;

·        ensuring confidentiality of information contained in the manuscripts and non-disclosure of materials to third parties not involved in the editorial process;

·        monitoring the integrity and transparency of editorial and publication procedures;

·        timely response to reasonable inquiries related to violations of publication ethics and, if necessary, initiation of further investigation;

·        taking measures to recall articles and issuing appropriate notifications if serious violations are detected (plagiarism, falsification of data, copyright infringement, etc.).

Responsibilities of the Publisher

The publisher of the journal is responsible for organizing the release of issues and ensuring the necessary conditions for compliance with the principles of publication ethics. Within this activity, the publisher:

·         provides the technical and organizational capability for the review and publication of manuscripts;

·         guarantees the confidentiality of submitted manuscripts and accompanying documents until their publication;

·         ensures the regular release of the journal and prevents unreasonable delays in publication;

·         supports the editorial office in addressing ethical concerns and, when necessary, in interaction with other journals and organizations;

·         contributes to the creation and maintenance of an open-access archive of published materials.

The publisher is not responsible for the scientific content of the materials; responsibility for the accuracy of data and conclusions lies with the authors.

Responsibilities of Authors / Groups of Authors

By submitting a manuscript to the journal TSARKA Science, the author / group of authors assumes full responsibility for the novelty and reliability of the results presented.

Authors are obliged to:

·         guarantee the originality of the manuscript, ensure that it has not been previously published in other editions and is not under simultaneous consideration in other journals;

·         ensure a sufficient level of text originality in accordance with the journal’s requirements and avoid plagiarism, self-plagiarism, and excessive self-citation;

·         properly cite all sources used, clearly marking borrowed fragments of text, tables, figures, and other materials;

·         upon request of the editorial office, provide additional materials supporting the results presented in the manuscript (raw data, experimental protocols, calculations, etc.);

·         submit a manuscript previously edited and formatted in accordance with the “Author Guidelines”;

·         avoid duplicate publication; if elements of the work have already been published, the author must indicate this and specify the contribution of the new article;

·         refrain from submitting materials that may harm national security, violate the rights and freedoms of individuals, or breach applicable legislation.

Authorship and Order of Authorship

·         Only individuals who have made a significant contribution to the concept, design of the study, data analysis and interpretation, or manuscript preparation may be included as co-authors.

·         All listed authors must review the final version of the manuscript and agree to its submission for publication.

·         The corresponding author coordinates communication with the Editorial Office and is responsible for the correct indication of all co-authors.

·         Adding, removing, or changing the order of authors is permitted only before the article is accepted for publication and requires written consent from all authors.

Journal policy regarding artificial intelligence

The journal strictly prohibits the use of generative artificial intelligence in the preparation of scientific manuscripts.

·         The use of AI to generate article text, formulate conclusions, or describe methods, results, and discussion is not allowed.

·         Responsibility for the content of the text and data lies entirely with the authors; delegating scientific responsibility to AI algorithms is considered a violation of publication ethics.

·         If signs of the use of generative AI for writing the text or producing data are identified, the manuscript may be:

o    rejected during the review stage;

o    withdrawn from publication.

Responsibility of reviewers

Reviewers provide scientific assessment of manuscripts and contribute significantly to maintaining the quality of published materials. In their work, the reviewer must:

  • treat the manuscript as a confidential document, not disclose it to third parties and not use its content for personal purposes;
  • provide an objective, well-reasoned, and accurate evaluation of the scientific content, novelty, relevance, and methodological level of the research;
  • inform the editorial board of identified signs of plagiarism, data falsification, unethical borrowing, or the use of AI in preparing the text or data;
  • indicate significant similarities between the submitted manuscript and other works known to the reviewer;
  • avoid personal comments toward the author(s), focusing strictly on scientific content;
  • notify the editorial board if they lack sufficient expertise on the manuscript’s topic or cannot complete the review within the established timeframe;
  • ensure that nationality, gender, religion, institutional affiliation, or personal views about the author do not influence the reviewer’s judgment.

The review should support the editorial board in making a balanced decision and assist authors in improving the quality of submitted materials.
